Charlevoix, Quebec: where the mountains meet the St. Lawrence River
In short: Charlevoix is a region of mountains, villages and wide river views on the north shore of the St. Lawrence River, about two hours east of Quebec City. It is a UNESCO biosphere reserve, a year-round destination and one of the most sought-after places in Quebec for a cottage or a country home.
Where is Charlevoix?
Charlevoix stretches along the north shore of the St. Lawrence River, from Petite-Rivière-Saint-François in the west to Baie-Sainte-Catherine, at the mouth of the Saguenay Fjord, in the east. Route 138 links it to Quebec City, and the scenic Route 362 runs along the river between Baie-Saint-Paul and La Malbaie. Depending on where you stop, the drive from Quebec City takes roughly one to two and a half hours.
Here the river is already wide, salty and tidal. On a clear day you see the south shore far away, the islands, and the light changing over the water from hour to hour. That view is the reason many people fall for the region.
A landscape shaped by a meteorite
Charlevoix's rolling, bowl-shaped relief is not an accident. Geologists trace it to a large meteorite impact that struck the area hundreds of millions of years ago. The crater has long since eroded, but it left the valleys, the steep hills falling to the river and the fertile lowlands where villages grew. The Charlevoix Biosphere Reserve, recognized by UNESCO in 1988, covers this territory. It includes the Grands-Jardins and Hautes-Gorges-de-la-Rivière-Malbaie national parks.
Villages and everyday life
Baie-Saint-Paul is known for its galleries and artists. La Malbaie has long welcomed summer visitors, and its grand hotel overlooks the river. Further east, Saint-Siméon is quieter: a working village with a seasonal ferry to Rivière-du-Loup, on the south shore. Just beside it, Port-au-Persil is a small maritime hamlet, with a tiny white chapel, a creek falling into the river and a handful of houses. Many visitors stop there for the photo; few realize people still live, and build, on the hills above it.
Life in Charlevoix follows the seasons. Summers bring hiking, cycling, kayaking and whale watching near Baie-Sainte-Catherine and Tadoussac. Winters bring skiing at Le Massif, snowshoeing and snowmobile trails. Groceries, pharmacies and health services are found in La Malbaie and Baie-Saint-Paul; smaller villages have the basics.
Buying land in Charlevoix: what to know
Land with a river view is scarce in Charlevoix, and a good part of the territory is agricultural or protected. Before you fall for a lot, check these points:
- Zoning: confirm with the municipality what you can build (home, cottage, several cottages, short-term rental) and the minimum lot size.
- Agricultural zone: land in Quebec's agricultural zone is governed by the CPTAQ. Building there, or buying it as a non-resident of Quebec, may require an authorization.
- Access: check whether the lot fronts a public road or relies on a right of way, and who maintains the road in winter.
- Services: most rural lots need a well and a septic system. Budget for both, plus the cost of bringing electricity to the building site.
- Slope and view: the best views are often on steep ground. Walk the lot, and have the building site assessed before you buy.
Buyers from outside Canada often ask whether they can buy. Canada's temporary ban on purchases of residential property by non-Canadians runs until January 1, 2027, but it has not applied to vacant land since March 27, 2023, and it does not apply outside census metropolitan areas and agglomerations.
